otto rainy day fund

news story

07 02 10

State Representative John Otto plans to push legislation next year that he says would smooth out REVENUE fluctuations caused by changes in state sales tax collections and also create a second rainy day fund. the dayton legislator made his intentions known during a meeting of the Select Committee on Fiscal Stability held tuesday in Austin. rep. otto is chairman of that committee, which Speaker of the state house Joe Straus has tasked with studying the root causes of the impending budget shortfall. the local state representative said these are fiscally important principals.

"audio"

according to john otto, during any 20-year period of the state’s economy, Texas has experienced a 5 ½ percent to 6 percent average growth in sales tax revenues. As recently as 2006 and 2007, the State saw double digit percentage increases. rep. otto said that was the result of the state’s booming new housing market, strong oil and gas sector, plus increased spending generated by Texans taking out second mortgages on the equity in their homes. john otto, who also is a CERTIFIED public ACCOUNTANT, said Such double-digit growth cannot possibly continue to sustain itself. therefore, Based upon testimony received by the texas committee on fiscal STABILITY, Representative Otto believes legislation is needed to restrict the texas Legislature from using increased revenue in those peak periods to build what is called the baseline of the state’s budget. instead, he says the extra revenue during those peak years should be set aside for future years when the state’s economy experiences a zero percent or negative revenue growth period such as the state is now experiencing. rep. otto said This will result in less volatility in the state budget and should lessen the need for future tax increases. as you may recall, texas monthly MAGAZINE named rep. john otto as one of the top 10 legislators following the 81st session back in 2009. he made that top group for being what the magazine called the "legislature’s premier fiscal watchdog". with the 82nd legislative session set to start in january, rep. john otto is busy chairing the house Committee on Fiscal Stability and touting legislation that would smooth out the fluctuations caused by changes in state sales tax revenues and create a second rainy day fund. summing up the proposed LEGISLATION, rep. john otto said basically it would help the state live within its means.
