    PURSE SNATCHER "SNATCHED"

YESTERDAY AFTERNOON, A WOULD-BE PURSE snatcher GOT NOT ONLY on THE WRONG SIDE OF THE LAW, BUT incurred the wrath of SEVERAL quick thinking CITIZENS, AS WELL. LIBERTY POLICE PUBLIC INFORMATION OFFICER HUGH BISHOP SAID THE DEPARTMENT GOT A call from Wal-Mart reporting a "purse snatching" had just occurred. customers chased the suspect into the parking lot, caught him, and were sitting on him until police arrived. LPD officers arrived in less than one minute. a small crowd gathered on the west side of the store. The suspect was lying face down on the pavement, with one man sitting on his back, holding the suspects hands together. Officers handcuffed the suspect, and had high praise for those who involved. One of the good Samaritans was Joshua Chiles of Dayton. that was the man that kept the suspect pinned down until police arrived. officer hugh bishop told us that JOSHUA Chiles was pulling into the wal-mart parking lot and saw a man running from the store clutching a purse. chiles also saw people running after the suspect. with that JOSHUA CHILES WASTed NO TIME, he tackled the fleeing suspect. Arrested at the scene was Ron Welch, 21, of Liberty. who was then TAKEN TO THE LIBERTY COUNTY JAIL, CHARGED WITH Robbery, a 2nd degree felony. officer bishop said The robbery charge was a result of the victim receiving a minor hand injury while trying to maintain a hold on her purse. The victim, Barbara Watson, 67, of Eagle Lake, TX, declined medical treatment. liberty police Officer Josh Cummins said POLICE don’t recommend citizens risk their safety for a crime in progress. But it’s a good feeling to know there are people willing to get involved to help their other citizens in a time of need.

    OTTO SAYS CHANGES NEEDED TO STATE BUDGETING

WITH TEXAS LAWMAKERS FACING A BUDGET SHORTFALL ESTIMATED AS HIGH AS $18 BILLION DURING THE NEXT LEGISLATIVE SESSION IN JANUARY, STATE REPRESENTATIVE JOHN OTTO FEELS SOME CHANGES SHOULD BE MADE TO THE BUDGET PROCESS. REPRESENTATIVE OTTO SAID WHILE THE ECONOMIC RECESSION BEARS THE BLAME FOR TEXAS- AND THE REST OF NATION’S BUDGET WOES- THE SITUATION WOULD NOT BE AS BAD IF LEGISLATORS HAD NOT ALLOWED THE STATE BUDGET TO GROW SO LARGE IN YEARS PAST.

STATE REPRESENTATIVE JOHN OTTO SAID HE BELIEVES LAWMAKERS WILL HAVE TO TAP INTO THE STATE’S "RAINY DAY" FUND. REMOVING MONEY FROM THE "RAINY DAY" FUND REQUIRES A TWO-THIRDS SUPER MAJORITY, REPRESENTATIVE OTTO SAID IT IS LIKELY AT LEAST HALF OF THE ESTIMATED $8 TO $9 BILLION IN THAT FUND WILL BE NEEDED TO HELP BALANCE THE BUDGET IN 2011.

WHEN THE TEXAS LEGISLATURE RECONVENES IN 2011, THEY MAY BE DEALING WITH A BUDGET SHORTFALL ESTIMATED BETWEEN $15 AND $18 BILLION. STATE REPRESENTATIVE JOHN OTTO SAID THE ECONOMIC RECESSION HAS RESULTED A DROP IN STATE SALES TAX REVENUE ADDED TO THE FACT THAT BILLIONS IN FEDERAL STIMULUS DOLLARS APPLIED TO THE BUDGET DURING THE LAST LEGISLATIVE SESSION WON’T BE THERE NEXT TIME. THE DAYTON REPUBLICAN ADDED TO THAT, TEXAS’ POPULATION HAS CONTINUED TO GROW.

REPRESENTATIVE OTTO SAID PEOPLE KEEP COMING TO TEXAS BECAUSE IT IS KNOWN FOR HAVING ONE OF THE BEST ECONOMIES IN THE NATION. WHILE THAT IS TRUE, OUR ECONOMY IS JUST NOT NEARLY AS GOOD AS IT WAS TWO YEARS AGO.

ADD TO THAT A BOOMING HOUSING MARKET PLUS GROWTH IN THE OIL AND GAS INDUSTRY AS ECONOMIC FACTORS THAT JUST AREN’T THERE IN 2010. JOHN OTTO SAID HE PERSONALLY FEELS THE STATE BUDGET SHORTFALL WILL BE CLOSER TO THE $18 BILLION PREDICTION THAN THE LOWER $15 MILLION FIGURE. GOVERNOR RICK PERRY HAS SAID HE DOES NOT BELIEVE THE PROBLEM IS THAT BAD AND IS UNSURE THE WHERE ESTIMATE CAME FROM.

sales tax RECIPIENTS are up statewide for the second month in a row following 14 months of decline. however, when compared to historical data, this month’s allocations are still below those from june 2008. taking a look locally, sales tax collections are mixed, with some cities up for the month while others continue to be down, sometimes way down. sales taxes collected by retailers in april are sent to the state in may and arrive at cities and counties in june. so these figures are two months old. these revenues are then used by the GOVERNMENTAL entities in their budgets. in REAL DOLLARs, payments made this month to cities In liberty county were down a combined $29,460. That is a significant improvement from last month’s decline of $152,082 countywide. looking back at the first six months of 2010, the drop in city revenue across liberty county is now $793,828. taking a look at this month’s payments from the state to INDIVIDUAL cities, liberty was down 8.76 percent. that’s a big improvement from last month’s decline of 46.5 percent. Cleveland fell 10.37 percent, and ames is off 11.64 percent. also down is the city of north cleveland – off a staggering 70.27 percent. on the positive side, dayton continues to see improvement with a 5.2 percent increase for the month although dayton is still down 15 percent for 2010. again, these numbers are for june sales tax allocations, which were collected by the state in may for april sales. now, for a look at more positive numbers. daisetta experienced a whopping 57.7 percent increase and is now up 49.75 percent for 2010. also up is kenefick with a 1.86 percent increase year-to-date. turning our attention SOUTH to chambers county, mont belvieu saw a decrease of 14.72 percent while anahuac is down 50.77 percent. for the first six months of 2010, cities in chambers county are down a combined 12.43 percent. repeating, despite a second month of increased sales tax allocations STATEWIDE, june payments to most cities in liberty and chambers counties continue to be down with only ames, daisetta and kenefick showing increases on the year.

the new local pipe mill industry - Boomerang tube - will hold a job fair tomorrow from 9 a.m. to 2 p.m. at the baytown community center. KSHN HAS reported EXTENSIVELY since 2008 on boomerang’s plans to locate its oil field pipe manufacturing facility in liberty. they purchased the old national pipe and tube facility from triple s steel of houston and have been making needed upgrades to that 489,690-square-foot building while adding 30,000 square feet more. now, they are in the process of hiring personnel to begin operations. OFFICIALS WITH BOOMERANG TUBE have said THEY WILL START WITH TWO SHIFTS, FIVE DAYS A WEEK, and eventually MOVE TO A 24 HOUR, 7-DAY A WEEK OPERATION based on product DEMAND. THEY WILL INITIALly hire ABOUT 250 PEOPLE with plans to employ 350 when at full staff. boomerang tube, a manufacturer of erw and octg pipe, has OPPORTUNITIES in a number of areas, including heavy equipment operations, welding plus mill, slitter, erw and bucker operations. they are also looking for folks with experience in a number of other related areas. those who have manufacturing experience or related skills are encouraged to apply tomorrow from 9 a.m. to 2 p.m. at the baytown community center, 2407 market street in baytown. boomerang OFFICIALS say they offer COMPETITive COMPENSATION, insurance, bonuses and other benefits. a similar job fair last week in dayton drew an estimated 400 applicants.
