"audio" a dallas morning news report says rep. doggett and other members of the texas democrat CONGRESSIONAL delegation claim it is necessary because of the state’s use of previous federal EDUCATION funds. state REPRESENTATIVE john otto of dayton said the provision is another example of federal lawmakers trying to manage the state’s budget. he also said it appears texas is being SPECIFICALLY targeted by washington in other areas, too. "audio" u.s. rep. Brady also wonders if texas is being UNDULY singled out by federal officials. "audio" the ORIGINAL $37 billion bill was meant to fund the ongoing wars in afghanistan and iraq. however, like so many bills in washington, it blossomed as lawmakers inserted a variety of other non-related spending measures before passage. the u.s. house bill totals about $80 billion. one of its amendments adds about $10 billion to direct educational funds to all 50 states. however, a texas-only provision requires the lone star state to increase educational spending in order to receive its share of that money. u.s. rep. kevin brady and state rep. john otto both say that unfairly ties the hands of texas lawmakers charged with passing a balanced state budget. the u.s. senate passed a $60 billion version of the war funding bill, which did not include the texas-only provision. now, the bills goes through the reconciliation process, so it remains to be seen if the texas-specific provision will be in the final version.
