The Texas Supreme Court has released their long-awaited ruling on the constitutionality of the current “Robin Hood “ plan of public school finance. State Representative John Otto said the high court upheld a portion of a lower court ruling, contending the way the funding system is implemented constitutes a state property tax, which the state constitution does not allow. Otto said lawmakers would be back in Austin for at least one more special session on school finance reform sometime between mid-March and April of next year to try and bring the system into compliance with the court ruling. The Dayton Republican said lawmakers would need to provide for more local control over school funding to accomplish that.
